For the fourth time in the last two years, a Cincinnati man has been arrested for masturbating in public with the help of a teddy bear, according to police documents.
Charles Marshall, 28, was arrested after employees at a health clinic saw him pleasuring himself in an alley. Marshall was cited for disorderly conduct.
Municipal records show that Marshall has been convicted three times of his participation in public indecency and disorderly conduct with a teddy bear. The misdemeanor charges resulted in shorter prison sentences and small fines for Marshall.
Marshall was arrested in February 2010, when witnesses saw him committed “to a teddy bear in the men’s room” in a public library which prompted a judge to order him to “stay away from all public libraries Hamilton Co.”
He was arrested again in November 2010 and August 2011 and in 2012 for “masturbating with a stuffed animal a Teddy Bear” and “masturbating with a teddy bear in a public place where minors were likely to be present.”
It is unclear whether the police seized Marshall’s Teddy Bear.
